Læringsmål:The e-government course enables the participants to understand the dynamics on e-government applications with respect to both the administrative procesess and the policy oriented aspect. The participants will be trained in using the PPR-toolkit for altering government using IT. 
Fagligt indhold:The course informs the students about the emerging e-government area mainly from three perspectives. They are i) designing and developing e-government systems ii) implementing e-government systems from developer¿s and adopter¿s view points and iii) evaluating implemented systems. Those trained thru the course can aid government itself, consultants, and software developers for doing analysis and design work and possible themselves start their own business satisfying some part of e-government value chain.

There will be strong Danish element to the examples in the course; though international experiences and theories are the foundation and and will constantly be highlighted.
It will be a very practical course.
The topics for the twelve lectures:
  1. Introduction to e-government (what is e-government)
  2. Design principles for e-government
  3. Business Process improvement (BPR) and Cross Engineering
  4. Reengineering versus outsourcing
  5. Management of e-government
  6. Developing new applications for government
  7. Implementing information systems ¿ developer¿s view point
  8. Implementing information systems ¿ adopter¿s view point
  9. Implementing information systems ¿ developer vs. adopter
  10. Evaluation methods and Empirical evidence for impacts of e-government
  11. E-government - as a working place + legal and policy issues
  12. E-government ¿ regulation, accountability, transparency, accessability
  13. Course review and questions
