Læringsmål:After following this course the student should be able to:

Explain and define purpose and characteristics for Digital Governance issues as they relate to Bureaucracies, hierarchical organizations and network organizations.

Explain and discuss major prerequisites supporting Digital Governance including Identity Management, Security & Access Management, Standards & Architectural Principles, Portfolio Management and Service Management

Assess and evaluate ICT maturity in Public/semi Public and major private organizations and discuss choice of maturity criteria based on models as defined by EU, OECD, UN, Economist, Ramboll and others.

Perform comparisons of different Governance strategies in relation to levels of ambition, expected ROI, economic and social impact and explain how these can be observed in different countries and across industries.

The complexity of Digital Governance in public and semi public organisations are the most challenging, hence the student should be able to discuss and explain characteristics in Government strategy and cases, digitalisation strategies and project management issues, including eHealth and citizen involvement in the policy process.

The student will be able to discuss and suggest strategies for including social networking as well as discuss challenges offered by emerging technologies, Big Data, mobile solutions and 'the internet of things'. 
Fagligt indhold:Part of the specialisation Digital Governance and Enterprise Archtecture.

During the first part of the course the objective of the lectures will be to establish a methodology and a theoretical overview of the issues and tools. This will be the foundation for associated exercises to help understand how these methods can be applied in real life.

Based on Weill & Ross definitions of the tasks of IT Governance, complementary theories will be presented and discussed. The focus will be the interface between organisational theory, technology and management. Also international legislation that has an impact on Digital Governance will be presented. (Sarban-Oxley, Data Protection/Privacy Regulation, Procurement regulation etc)

During the second part of the course the lectures will focus on cases, supplemented by a number of guest speakers – describing the Danish Digitalisation strategy, experiences from Tendering, managing a complex portfolio of projects, how to manage and define necessary IT competencies and managing outsourcing. We will deal with complex implementation of various aspects of Welfare Technology as well as cases from the financial sector, that has a special focus on Digital Governance. We will also discuss experiences with electonic tendering in public and private organisations. The last lectures will discuss the impact of Social Media and the emerging technologies. 
Læringsaktiviteter:12 forelæsninger og 12 øvelsesgange

The detailed plan including reading assignments for each lecture will be presented during the first lecture. The first 3-4 lectures will be based on theory, and the remaining 8 will typically deal with practical cases, including 3-4 guest lecturers. The exercises will consist of working assignments, typically as group work, for presentation in plenum (2 or 3 groups). The exercises will typically concentrate on research and cases using the internet and publicly available websites.

Eksamensform og -beskrivelse:X. experimental examination form (7-scale; external exam), 7-trins-skala, Ekstern prøve

Mini Project - max 20 pages per group plus oral examination, 1 part of the examination will be based on the Mini project and 1 part based on a question from pensum.

Duration of exam: 20 minutes incl. assessment and feedback.
